Chinese INF repaired only in Sinkiang?

Maybe I just dont get it, but the chinese getting a few INF damaged at the coastline puts them on the production in Sinkiang, the factory furthest away from the place they were damaged.

Is that intended?

Yes, probably. There is no rule guaranteeing that units retreat to the closest factory. The computer tries to spread units out among factories. Were the other factories full of units being produced? The computer may also be looking at factories that are threatened by enemy units and choosing them last (although I'm not sure about that).
