Barracks reset up to two months to build

This happened now several times to my provinces, so I don't know if it is a bug or not:

I build some barracks in my provinces. It goes down to one month left till construction is at its end. The next month it is back to two months(turns). However it finishes building them after the two turns.

Is that weird or am I weird??

Was their bad weather or variations in national morale involved? Some temporary conditions can change the expected time to complete a development but when the temporary condtions abate the time expected returns to normal.

I will take a look at morale and bad weather when it occurs again. If it's odd, I will provide a saved game.
