Bug - Austrian Ship with wheels

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

Bug - Austrian Ship with wheels

Nothing big, but strange for sure. Notice the Austrian Frigate in Linz. Guess this is a new theme from the sneaky Austrians, they are trying to lure the french fleet inland to slaughter them in low draft rivers.

This has been reported a couple times in beta testing but no one has ever been able to give me any more information about it (is it a treaty problem? a unit construction problem? a unit evacuation problem? dunno...) In my debug version of the game I have code set to catch a ship on land and hopefully tell me how it got there, but it hasn't happened to me in any of the games I've played...

It always seems to happen with countries who are low on artillery - I am sure the AI is trying to use the cannon in the field. I call this the "special inland frigate strategy".

More seriously, although I have seen it a few times, I still can't give a reproducable (or even plausible) explanation.

You know, with fog of war, when you see the crossed swords and battle announcements for AI turns, you really do see some strange announcements, such as fleets fighting inland, and land armies fighting at sea, though they may be in transit when those attacks occur....

My best theory is that it's a unit construction bug: the AI just built it there... I'll look into it on this hypothesis once again....

Eric - I have a theory. In 1.0, the following provinces are marked as cities (not ports), but have shipyards greater than 1:

Le_Mans
Paris
Montpellier
Cardiff
Tver
Groningen
Adana
Krakow
Warsaw
Silistra
Hamburg
Batumi
Linz

All the instances of this bug that I have seen have the ships in one of those cities... Perhaps their shipyards setting should be zero?
