I did it!

When running Pacific War under win 2000 pro,click start then programs then accessories then command prompt then at the c prompt type pac and the game runs fine. I am able to access the air units on carriers and change missions.
I may not be the sharpest tool in the shed, but by golly I have heart!
Thanks to everyone who has posted suggestions to this problem and a whole hearted thanks to Matrix for renewing my interest in wargaming!
