Portugese POW's disappear?

Every time I play Spain I attack Portugal first thing, and almost every time I fight my 2 battles with them I take prisoners.

How do I know this? Because the battle report tells me which Portugese unit surrendered. Also, during the movement phases I see the little Spanish symbol with the white flag on it in the battle province.

However, when my turn comes, I can never find those POW's. They're not in my armies, they're just gone. They could not have been freed by any enemy units, because each time Portugal retreats out of the province, and besides, the monthly report never shows any freed Portugese POW's.

Is this because Portugal is a country and only nations leave POW's or is this a bug?

It is said in the manual. Minor nations do not have POW's.
