Rudderrow DE's or APD's?

The Rudderow ship's appear at LA as DE's with zero capacity, but are in the Pol as APD's????

What gives? This another problem with the infamous OB41 file??? This is another fix to go along with the Japanese Maru's and the MTB and PT problem.

There are actually two types of Rudderow class vessels. One type is the original Rudderow DE, and another type is the modified Rudderow APD. There is no error, just wait until the APD's show up.
