Japanese 17th Army

I just started a Campaign 41 game as the Japanese. Some of the LCUs are assigned to 17th Army and when the capture a base it naturally become a 17th Army base. However there is no 17th Army HQ, and therefore no PPs for that base.

The manual says 17th Army is around from 12/41. I'm still in 12/41 so does that mean I will get the HQ before the end of the month, or is it a glitch and I should change those bases and LCUs to another HQ?

The 17th Army HQ will be activated a few turns after LCUs assigned to it appear on the map. The same happens to some other new HQs later in the game. I have no idea why this happens but it has never serious hampered my games. Perhaps those LCUs receive PPS from higher HQs instead?

Yup. The HQ exists as far as the game is concerned, even if it isn't on the map. It'll expend it's PP allotment and then the higher HQs.
