collecting the most resources as posible

Ok, here is my delema. I have been playing Japan and I can't get my resources to head back up. I know that I have been moving a bit to many of my ships around and I am going to change that. My question is what is the best way to maximise my cargo ships to collect and distrubute resources. In reading the rules I confused myself and need a clification. First I sent cargo ships and tks out to the ports where the recources are at. Thinking that would let me collect the most that I could. Now I think that I am not getting the most out of the distribution of the resources. How does the computer handle the auto-supply function? Just trying to to get as much blood out of the turnip.

I can tell you what I think works best for me. I seethe most ships used in the routine transport phase when I send all MCS and tankers possible not in Nagya back to the pool. I also send back all the single MCS and tanker ships to nagoya and break them up. Remember to use cargo or this gets expensive on combined fleet PPs.

I would love to hear other opinions on this subject as well.
