Unable to Liberate conquered country

Liberate:
The specified conquered country or protectorate is returned to independent status.

I am unable to select a conquered country (that is now a home country province with a minor flag), only a protectorate.

Ideally the Liberate command should make a protectorate into an independent country and a conquered country into a protectorate.

Its a little deceptive. You can only liberate provinces that are capable of being a country in their own right (ie. Venice, not Illyria). There are over 60 provinces that are not capable of being a country, so you can't free them - only cede them to another player. I suppose they don't have enough ethnic dynamism for controlling their own destiny.

(You also can't free something that is within one of your ptoectorates - you either liberate the 'parent', or nothing.)
