Japanese PP´s

While playing the Japanese, ive allways short on Preperation Points. Since the Japanese get Oil Reserve / 40 + 100 PPßs every round ( And ive never heared of this rule been changed). It´s a problem with the Oil Reserve. The JAP Homebases allwaye incease until 30k fuel, and even some other bases get huge amounts of fuel, which i never need. Espacially Truk stores about 28k fuel!
It seems that the routine supply phase allways use up my reserves for fuel until the reserve drop below 4.000 and transfer it anywhere.

Why?

And what could i do to increse the amount of earned PP`s each turn?

That's an excellent question that I'd like to know the answer to. However, I'm afraid the the answer from those in the know will be that it is hardwired into the game that way and you can't do anything about it.

Is that the case, knowledgable sorts?

I think if have some answers to your queries..

Truk will always get a lot of fuel because it is the HQ's for the South Seas Fleet. The routine convoy's always ship more supplies and fuel to headquaters.

I don't know why Japanese home islands always have 30k fuel. I used to believe that the routine convoy collects the fuel from these bases and ship it off to elsewhere in the empire but this does not seem to be the case.

All TF's left at sea costs 10PP to maintain by combined fleet. Always disband unused TF's, since they will chew up PP. As a japanese player I can never seem to run out of PP. I am always at 125pp every week...even when my fuel levels are below 4000...
