I am currently playing a PBEM game as the IJN/A.

I am in early Febuary of 42 and have a major problem. Combined Fleet is alloted only 28 PP's per turn while every other HQ is getting 125.

I have NO seapower to speak of. Even units that are formed in South Seas Fleet bases are assigned to Combined Feet. These TF's do not have ANY PP's to perform actions. In fact I have lost a CVL due to a TF not launching any Fighters to respond to a very feeble attack.

Surprise was not acheived by the USN, the IJN TF only had a CV and a CVL in it and was lead by by a "7" air leader. Almost everything was favorable for the IJN TF (started in home port, less than 60 hexes away, target same as HQ, etc etc etc)

I do seem to have little oil/resources heading to Japan even though I have taken most resource/oil location ahead of schedule. (far ahead of shedule in most cases)

Is this normal or could I be doing something wrong? I ussually play as the Allies so I have no benchmarks. What could cause the Combined Fleet HQ have so few PP's?

It is not that these other HQ's get more PP's per turn, it is just that you use less of them per turn, and they can get back up to 125.

Here are a few things you should do.

1. Make all Combined Fleet bases (ie Iwo Jima, Marcus I., etc.) as South Seas Fleet.

2. Make all Combined Fleet units (ie IJN Engineers and some SNLF forces) have their HQ to a different one than Combined Fleet.

3. Limit the size of your fleet operations. Use only your good ships and leave your poor ships in port (ie. Fuso BB's, Hosho CVL's, Aoba CA's, Majority of CL's, Kamikaze-Wakatake DD's.). The more TF's you use, the more PP's it takes.

4. Don't have major operations going every turn. Stockpile PP's for offesive operations, yet, always have a TF or two on reaction in case of an enemy move.

What this will do, is to save you some PP's. Every time you activate an LCU it takes PP's. Plus, whenever you move airgroups through bases of a particular HQ it loses PP's as well. Also, if your LBA is from a different HQ, with more PP's then they will aid your ship TF's by having raids against enemy fleets. You don't need any specific bases being combined fleet in order for your ship TF's to be from them. You should have the only focus of Combined Fleet to be your sea naval units.

In order to get oil/resources you should have your tankers and a lot of MCS at Nagoya, this is where the routine convoy system works the best.

I never knew that PP's stockpile. This is a big help and in retrospect makes sense. I also did not know that I could get better results by having my MCS's acctually in Nagoya. I will move things around a bit.

I had already redisgnated the CF LCU's to other commands to save PP's.

I must admit that I have found the IJN/A a very hard postion to play. ;-)

Also, make sure the CF is in a level 9 port so that it receives maximum PP. I have found that Hong Kong is a good location for CF.
