AI supply stuck in Kattegat?!

I just started my german turn with Norway conquered and a transport fleet in Kattegat. Somehow, the AI sent supply units to Kattegat without disembarking them in Norway (which was the goal, I suppose).
Norway's rail hasn't been repaired, but I'm able to move units by strategic transport to Norway anyway by ship. It looks like the AI is stopping the supply's movement in Kattegat because there are no functioning rail, though... [&:]
