is it waste or taxes ?

you can lower your taxes some (which is strange, as you would think you need to increase them)

make sure you don't have any depots you don't really need

got spare troops, but them inside of cities not out in the open

if not at war, cut readyness

(not really counterwaste, but lower money being spent)

next patch will be looking at ways to let the player have some control over waste

(it is designed to slow you down)
