Terrain Penalty to Initiative Table

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

Terrain Penalty to Initiative Table

The subject table on page 32 is missing column titles. I can guess the first column should read Infantry but what about the third column? Also the second to last row has no title. Is it suppoed to be Mountains? Thanks.

Edit: Shouldn't the cavalry modifier for Steppe be better than that of infantry?

Not sure since weather effects are already coverd in the table right after the subject table. Not a big deal either way, I was just nit picking.

Maybe Steppe is more like Tundra than actual rolling gentle steppes?
