Land Fleet bug still shows up.

Turns out there are (at least) two bugs.

In one bug, cities that aren't ports have shipyard ratings, and sometimes build a ship. Such cities also sometimes receive fleets being magically relocated (which happens as a result of the end of being on loan, as well as in some other circumstances)

In the other bug, fleets retreating from a port as part of a land stack can mystically retreat inland along with the rest of the stack. Can I presume from the arrow you drew that for somereason these guys retreated from Norway? What made them retreat? Were there units onboard the fleets before it happened? (I assume the fleets were in the port).

Port=shipyard ratings, so the problem we had was that there were some inland cities that were erroneously marked as ports. Are there any still like this? (In the screenshot, Trondheim isn't shown as having any Docks developments, so Trondheim is not one....)

Ahhhh... that could be a possibility... were the guys attached to the fleets and then fought a battle? If they retreated they may have dragged (drug? what's the preterite participle of "drag"???) the fleet along with them. I'll look into this.

I think the admiral would need to have been "druged" to sail into the Norwegien Mountains.

Having made peace, I have a small stack of prussian land units and a leader afloat in the sea, they had been POWs confined on prison hulks. Post prussian surrender, they left the ships, but did not leave the sea zone..............

Here is another with 8 troops loaded on a fleet that has 0 ships in that fleet. AI is Turkey.

Got the same bug :
was playing Russia.
I had a fleet in sevastopol.
I have surrender to France who did asked Sevastopol.
My fleet did stayed at sevastopol.
A spain fleet come in the black sea, did attacked it, and won.
My fleet did retreat in the land of sevastopol, stucked :/

There was no attempt to fix this in 1.1 so that's not too surprising... I think we have some clues about why it may be happening now though and it's moved from my "????" list to my short list of things to try to fix.
