Need help declaring War

Playing a solo game against the AI as Russia and decided to make a move against Sweden. I was able to grab Finland, but no matter what I do I can't make it so I am hostile to Sweden. I cancelled my alliance and every turn since they moved units in my territory(Finland) it gives me the option to declare war. Which I do but to no effect. My armies will not engage Swedish forces nor lay siege to their cities. What am I missing to break all ties with Sweden and be able to take military action against them??

Any help would be appreciated.

Is it because I am still at war with Spain along with Sweden? Read that as a possible cause from another thread. If yes, is it suppose to be that way or a bug?

You cannot declare war on a country which is already at war with another of your enemies... the enemy of your enemy is your friend....

Send troops to their capital province, you do not need to capture it (though it is much better if you do) this helps push their NML below -750. IIRC after -750 there is a good chance they will surrender every turn the war continues. You could try to offer "ceasefire", accessed by right clicking a province of the power you are at war with, but it very rarely works.

So? Why can't I declare war? I understand the rule, but I think one should always have the right to declare war on everybody they want. Don't trust anyone mistrust everybody.
