Some areas (for example in China) have a population over zero, but no resources or factories. Often an opposing player will not even bother going into those areas because there is no reason to.

There are a couple of questions I have about this.

1) if the opponent does not enter into certain areas, but has taken all the factories and resource areas of a country, why not have the country surrender and all its territories become controlled by the conquering power(s)?

2) if the opponent does take an area, but then leaves it, how about having militia pop up there for every factor of five population points? (Or something like that.)

I have addressed this in my mod Strait Deal and Franco's Alliance by giving China 3 resources in those empty areas.

I'll take a shot at your questions
1: Why not surrender? Well I think it depends on the politics of the country being invaded. In this case China was fragmented with local warlords and such. The capital falling into enemy hands would not mean much to them. They would still try to exert controll over there area.
2. the game does have 3 levels to partisan strenght. If left alone long enough they can get strong enough to kill units when they move back in to regain control.

For the creation of militia idea, that was mainly to encourage the invading power to occupy the areas. I'd also say that a supply should be generated as well.
