FUEL FLOWING FROM NON-PORTS

US location is an airfield yet it receives daily 9000 fuel (CHS). Will this fuel flow down to port cities in the US? Will any non-port city with fuel flow the fuel down to a port city.

If the US location was made a port, the oil produced there would produce fuel. Would the additional daily supplies then be necessary? What are the downsides of making it a port. No ships can reach it so you can't get trapped.
