Unit roster question

The unit roster shows units on the map, in production (for allied countries), destroyed, and damaged units.

However, even with fog of war on, it shows the current number of enemy units on the map, even if you can't see them. Was this intended? If it was intended, I think there should be a sub-option for fog of war to only show the number of units you can actually see.
