French-made Panhard ERC Sagaie armoured car in UN colours. I want to say Former Yugoslavia, except that civilian appears to be black...

Actually not that many. Production of the ERC commenced in 1979, and they were made for Iraq, Mexico, Niger, Argentina as well as France.

The orange soil certainly looks like Africa, I don't know if it could be MONUC in Ituri, Congo or anything similar.

Panhard ERC, it is[:)]

.....................

From Image source:

"Byumba, Rwanda. 1995-04. A French Panhard ERC 90 F4 Sagaie Armoured Car painted in United Nations (UN) pointing its 90mm gun down the approach road to Byumba. At night a powerful searchlight mounted on the turret illuminated the approach to a distance of approximately two kilometres. The French provided amoured units as part of their contribution to the United Nations Assistance Mission In Rwanda (UNAMIR). (Donor Cpl J. White). "

Thanks for the info from the image source.

I was curious as to why it appears dry in that area, got out my NG map of Africa and Rwanda is at the head of the Great Rift Valley, that explains it.
