How does pbem mutiplayer work?

how does pbem mutiplayer work .it seems confusing without icp/lan connections.can someone explaine.

Rule 2.3.1 in the rule book explains it. What exactly is it thats confusing for you within that rule?

once you done the turn, you basically save it and send it to the next person via email and such likes.
