Bmb Japan trigger and possoble solution?

Assuming the 'bmb Jap' trigger turns out to be reliable (there is now some doubt about that), then what would be a reasonable house rule most player would agree to?

One possibility would be for the Japanese to be immune from WA bombing in China and Siberia (and east). This would give a different flavor to the game. The Axis would no longer squeeze Rus, giving her a chance to survive against the sole opponent Ger. Jap in turn would get some safe and cheap resources and would have to prepare for a Pacific war. Now, by knocking out Rus the game is often over before the Pacific war becomes meaningful.

Alternatively Japan could also push further west into Rus, knowing this would probably bring in the US. A quick knock out of Rus might be worth the early US entry - but then again it might be inviting disaster.

What are your thoughts on this 'house rule' or other possible solutions?
