Unwanted troops

So far I have played this game as Austrian and Prussian and on both occasions I had to periodically put up with troops being built all over my teritory which I were not wanted, I could not afford and prevented me from building what I want to build. What is the point in this occuring and why do I not seem to be able to prevent it happening or disband these troops ?

This is usually the feudal levy. You can reduce (or eliminiate) this by reducing your feudal level (to zero to eliminate).

Note that building barracks in the provinces will result in better quality levies, and that the maintenance of the levies is paid by the province, not by you - so you would be better to use these guys, and get trid of some of your militia.

There is no way in COG 1.1 to "disband" a division. Some players reserve a province to park all their unwanted men and let them starve to death.

By better quality men, did you actually mean non-militia troopers? Sometimes, I benefited by getting cavalry levies, but at that time I didn't know what factors they were to bring them to me. Besides, is it the protectorate's feudal income that determines how many number of levies I can get from it? My case is, on forming a protectorate relationship with Denmark, France received a levy, either an infantry or cavalry division per April, besides a lump-sum injection of up to a score of existing Danish units instantly after the vassalisation.
