Norway importance

Since it seems like Norway often gets neglected by the Germans, how about either of the following options:

1) Put a resource in Norway (and maybe move one from somewhere else...Sweden?)

2) Currently, the sea zones to the North of Norway are split at the border of Finland and Karelia. I think it might be a good thing to move that sea zone border so it hits Norway instead. That would allow German aircraft in Norway to op-fire on passing Western Allied ships and lend-lease.

Number 2 would be too much as it would make it impossible to Lend Lease if any planes were alive in Norway.
