Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

I can't quite figure out how to propose to minor countries to become protectorates. In fact, I can't quite figure out how to talk to minor countries. I know how to surprise attack them, how to declare war on them, and how to give them money to make them like you, but other than that...

please help!

Thats basically it. You cant propose Protectorate or whatnot with them. You can raise your relations with them and if they feel threatened, they might approach you to be a Protector. It does feel kind of strange not being able to actually negotiate anything with Minors, but you get used to it.

actually, sometimes the right click menu will offer you a 'form protectorate' action. But in general Uncle Joe is right.
