1.a fantastic scenario will be good.for example world powers start the game with different war scores.they can choose diffrerent troops by using these scores.the start will be rich and colorful.
2.when there is a total victory,the the remaining forces can fight each other.
when su vs wa,maybe china should be allied with su.in a word,make it a fair game with suspense

You can emulate #1 by having each side select the units they want and then just make a mod yourself. Not quite as easy but definitely very possible and far from hard.

It might also be possible to mod your #2 with a little work - I think you want to look at the alliance.txt file.

By all means let us know how it works out if you do some testing. Much better to test if its fun without spending dev/programmer time before asking for valuable time to be diverted from other tasks. Personally I dont see it as terribly needed but maybe a glowing report from you having tried it will change my mind as well as the mind of those that decide if its worth programming.
