You can speed them up, along with all other Japanese ships, on the Japanese Ship Availability screen. Can't produce more (not GGWaW, y'know!).

Be forewarned : speeding up availability date of carriers could have a very negative effect on overall jap production : this will consume a lot of Shipyard points and you have not enough at start, even without changing anything...

Read the excellent thread about this here.

That does not means you could not accelerate them but you will need to make some choices : halt some other ship production, or increase shipyard sizes (cost lot of supplies).

Getting them earlier does cost a lot of extra points but you may have the ability to forestall the American counter-offensive for an extra 6-12 months if you get them into service. I do limited acceleration of Junyo, Shoho, Hiyo, and Taiho at start. I expand my shipyards and gradually accelterate the other CVs over the next 2-3 months. If done right, you can have most of them by mid-to-late 1943.

One of the weaknesses in the Japanese production cycle is ship-building. The creators only let you work with what was actually produced. It would be a lot of fun to be able to pick ships and classes that better reflect your attitude and strategy. Personally, I would love more of those 'Moon-Class' AA DDs!
