Supplies changing sides?

Don't know if this is a known bug or not. I was playing Russia in a recent game and moved a trannie into the sea zone just north of East Germany to ferry supplies to my troops there. There were no German ships or trannies located there. However as soon as I moved my supplies into the sea zone a Nazi symbol appeared there and I couldn't move them any further, nor could I use them to supply my troops in East Germany. I have a save if you want it, who should I send it to.
