Unwise AI Production Strategy

I am playing as Germany - it is 1944 and I have completely surrounded Moscow which contains 20 or so units but no supplies. The Russians have one Resource Centre and factories in Moscow so they could build supplies there, however, they have not done so. as a consequence they fight at a disadvantage - it seems to me that the AI should be given a top priority to build supplies in this situation.

Perhaps I should say that the Eastern areas of Russia are still frozen (AI Japan is busy with the Allies) and they have lots of supply in Vladivostok so this might be a confusion factor.
