Minor issue with Pacwar

Here I am playing the Japs on version 2.2 and I like to manually change the aircraft in my airgroups as I go along.
The problem is this. It is a bit after mid 42 and I have Ki-48-II Lily's being built, but I can't make any airgroup use them. I go to change, bring up the AC list, but the Ki-48-II is not listed. I can change it via the editor, but I can't do it in the game.

Any idea what is up here?

did you want to replace the bettys with it??

bettys&nells are from the IJN lilys and the rest from JA <img src="wink.gif" border="0"> <img src="tongue.gif" border="0">

Specifically, I cannot make JA Airgroups use Ki-48-II Lillies, unless I use the editor. Even though I have factories churning them out. The Lilly II doesn't even show up on the list.
