I was just going to say that: Japanese industrial sites in China need Oil. And don't forget about the industrial cities in Formosa (Tainan and Taipei, I think), and in SE Asia (Singapore, Bangkok and Saigon).

To get back to one of the original questions...

There appears to be a surplus of shipping. For the APs, there are local shortages and local surpluses. I ship the surplus APs to bases where there are local shortages. Then on turn two, I start to load troops on the APs and go from there.

Just to add to the above, Japan is divided into 3 isolated areas: Toyohara, Hokkaido, and the rest of Japan.
