Vacant captured territories with partisans

If you capture a territory that is capable of creating partisans and vacate the territory, the amount of troops and supply needed to stop any activity increases. I have a game going where I have subs blockading the Atlantic and have vacated a captured England only to see the troop requirement increase to 18/0 (0) being the troops I have occupying.

I believe this territory will never revert control on its own? It should, shouldn't it?

I can see this happening in China alot, shouldn't there be some conditions where the unoccupied territory reverts to its original owner?

I remember a post regarding this a long time ago. he showed a picture of captured russia where everything as in the red. his argument was that it was cheaper to rebuild whatever the partisans might destroy than to have the hassle of garrisoning, which at times can be large requirements.

personally I will usually garrison troops in most places, but this is mostly for the sake of not getting the pop-up and battle sounds between turns. if i really need the troops I'll abandone the area and just go to that menthod of repairing whats destroyed.

some areas I'll never garrison though. Hong Kong is a perfect example of wasted space. it really serves no useful purpose. if a territory doesn't have anything more than a railroad in it, there is no point in guarding it.

I think the idea of making regions revert is a good idea, but then it should also make it worthwhile to garrison some of the worthless areas also. if a place has a garrison requirement, then it should have either a factory or a resource in it.
