No, the Allied player cannot send troops into the Soviet territory, nor activate the Soviet forces. Only the Japanese player can, by either invading or by keeping insufficient troops in Manchuria.

The Allied player can fly planes into the Soviet territory, but they cannot be used afterwards - effectively they become interred until the Soviets are activated.

Combat mision can't be flown from russia by allied planes, but they CAN be transfered to another allied base (china/india) in range from wich they CAN fly combat missions again......
Try it with some B24, you will see that it works.......
