any way to allow ship upgrades in small maps?

I am working on a modified scenario #4. Is there no way to allow ship upgrades in say, Brisbane or Truk?
I am the Holy Roman Emperor and am above grammar.

Give Brisbane or Truk a repair yard. Even a repair yard with a value of 1 will work.
The older I get, the better I was.
