A suggestion-- YOU, as the core force commander, can submit requests for promotions & medals, thus increasing the leader ratings/experience levels of certain units.

Here's the deal-- ONE promotion/medal request allowed in the long campaign upgrades between battles. It WILL cost upgrade points. A further simplification-- minus 10 upgrade points in order to bump a leader/unit up 1 point in any category. This prevents abuse.
