Transport movement

It seems like transports should be able to move for free through other transports. That is fine.

However, shouldn't the movement of the transport reduce the movement available to the other transport that is being moved through? That really only makes sense, and would solve the whipsaw of transports from one side of the globe to the other.

My proposal is that you allow a transport to move for free through any sea area occupied by another transport with movement points remaining, regardless of whether that other transport has moved or not. When the transport moves into the area with another transport, it reduces the movement available to the transport in that space with the lowest remaining movement factors remaining (including the transport that just moved).

it might just be easier to remove the "transport through" ability. I thought I understood the idea in principle, but the more I think about it, I don't understand it.

why should transports be able to move through each other and not be treated like every other ship?

I liked the idea when I first saw it. It saves players from having to play a domino game with their transports. Shifting one forward then then next and so on. But I see what your saying here. Keep the simplified shifting but keep track of the actual movement so it works like the domimo shift. In this way their total movement is reduced but its still easy to shift them around.

Right. The idea with the free movement I assume was, for example, to prevent having to move five transports that were in a line one space each in a direction and allow you to move the one on the end to the opposite end for free. This works fine, but does not take into account that an equal number of transports in the line would have also been moving. The idea the designers had was good for abstraction and speeding up play, but isn't quite right as far as how it is implemented. There needs to be a reduction of movement allowances in a transport for each space you move through. I'd suggest taking the movement cost out of a transport in the sea zone with the lowest movement rating.
