Trade Oddities

I was recently offered trade to a province that is currently conquered by a country I am at war with. I would expect the offer to go to them or there to be no offer.

A country at war with me is offering to trade with me. Seems odd as wars usually stop all trade and the game has a % chance each turn of breaking existing trade routes.
