Some questions ?!
-In detailed battles I've never seen my garrison units fire at the enemy : bug or normal ?
-Is it possible to wipe out a major power ? As in my current game Prussia is reduced to Brandenburg only and not much of an army but still makes interferance, though not tough its irritating.
-What are the condition to get units to surrender ?
-Sometimes the AI is to stupid sending inferior forces repetedly into defeat in the same area - does the AI ever consider the odds ?

Besides some minor things I like this game !

1. They have fallen into sleep? Wake them up.
2. Yes. In your Prussia case, if starting in 1805, go to war with Britain and France can't be hostile to you. And swallow the german minors (Hanover included).
3. They surrender randomly. Or you can make their surrender certain by denying them all possible retreat routes.
4. That means you are doing a good job of shrouding your troops in a mist and deceiving your foes into thinking their way ahead may be clear.

Garrison units remain fortified unless activated with the 'e' key.

The AI does consider the odds in strategic movement, but when it comes to trying to protect its capital it is much less cautious.

I'd like to elaborate on this part of AI behaviour.

Admittedly, the AI sometimes assumes an appearance of recklessly moving its men to your jaws of victory, which I don't oppose to, as it has its own calculus of odds or risk management, after all. At other times, the AI simply fails to synchronise all its armies to confront you at the same time, so we can benefit from chances of humbling them in detail. Playing against France in 1805, we will have much less such opportunities as it starts with corps the other major powers are devoid of.
Last and perhaps least important [:'(], the AI is less likely to protect its capital so incautiously than to run on our ones, as far as I have seen.

also...an artillery unit will surrender if it is tangled, routed, and adjacent to any enemy unit
