Playing Scenario 1 and cannot find any MLE or anyway to convert an AK into an MLE.

No MLEs. The rule is still there for user made scenarios, but as there were historically no MLE's in this time period, MLEs are not present in the official scenarios.

Unfortuneately, they must return to port. I know it sucks, but that is the way it was back then.

Yup. The Japanese have it marginally easier, since it's not quite so far from Formosa to Japan.
