I have some japanese land squadrons they will attack surface ships and have sunk some but when a british carrier group comes into range the groups wont attack

You usually need 1 escorting fighter for every 3 on CAP, before your strike group will launch. No escorts, often means no strike (altho they will launch unescorted occasionally).

How do you know how many planes are on CAP?

You don't.

First try 1 fighter for every 2 bombers. If that doesn't launch. Try 1 fighter for every bomber you send.
