Quick question on leadership...

On combined attacks with units from different HQs, from combat reports, we all know that the leaders of one of the attacking armies will take the leadership of the battle. Will the leader's ratings affect every single attacking units or only the one he is supposed to be in charge of?

What if Stalin jumps in, did he command all the attacking units if his name appears on the combat report? If yes, how come Vatutin or Koniev did sent reinforcements during the battle?

Is my question clear? Do not hesitate to comment but THE good answer would be appreciated! [:'(]
