Sandbox Problem

I'm trying to make a small league of top teams from different years. But the game won't let me use real players, that section at the bottom is greyed out. This has worked before. I have the Lahman and the game recognizes it because it allows a recreation of a year with real players.

Simply create the league as is and then you can import players. Sandbox is different in that it allows you to completely customize which players are imported.

Ok, got that part set up. Six teams in one league. But I can't start spring training. Keep getting a popup saying 35 players exactly are needed. I did that and have checked each team three times and they all have exactly 35 (some major and some minor) players. What do I need to do now?
