Hello, would like to play against you as Japs. Only played 15 rounds against a human oponent and thus have limited experience. Scenario 17 is good and long. Have been advised from more experienced players the following "house rules"

Jap naval commitment 160% (Gives the japs one more carrier during campaign if I got it right)
Reinforcements-Varable
Allied repair advantage-Off
Jap sub docrine-On (historical correct)

Thats it I think, yes and only use carrier squadrons on carriers, not landbased. This is also historical correct since special training is needed to land on a carrier deck.

Scenario 17 is fine. If I am Jap I start. Ok by you?

To quote from Evans/Peattie`s {Kaigun}
"Mistakes in operations and tactics can be corrected, but
political and strategic mistakes live forever". The authors were refering to Japan but the same could be said of the US misadventure in Iraq
