Army size question

Crown of Glory: Europe in the Age of Napoleon, the player controls one of the crowned potentates of Europe in the Napoleonic Era, wielding authority over his nation's military strategy, economic development, diplomatic relations, and social organization. It is a very thorough simulation of the entire Napoleonic Era - spanning from 1799 to 1820, from the dockyards in Lisbon to the frozen wastes of Holy Mother Russia.

Army size question

Could someone please be kind enough to explain how the size of a division is determined?
As France when you start off the game most divisions are in the 5000-7000 range, yet later on when you build new ones they go up in number. Futhermore I've noticed that certain foreign divs are up to the max 10.000. What does it take to get them up to the max ?

As reinforcements come available, they will fill up your divisions to the maximum of 10,000, unless you set your military readiness at less than 100% (at 90%, max. division size is 9,000). If you're having trouble keeping your divisions at full size, consider increasing the age range of your draft, decreasing the months of training, or increasing the number of population factors drafted. Keep in mind that the first two options will lower your morale though.

The other option is to end some wars. If you're fighting many battles, the casualty rate may exceed the draft rate.

Oh, one other set of options is the military upgrades that come with increasing your barracks levels. As France, you should already have one of my personal favourites, levee en masse. Field medicine (I think that's the name) I & II are also invaluable. Unlike some of the offensive upgrades, which typically apply to damage inflicted by one type of unit or when in a specific formation, each level cuts casualties by 8%.
