No tactical movement

I recently started playing GGWaW (therefore this might be a stupid and simple question ... I hope so). During my first real game game I suddenly (in spring '43) did no longer have tactical movement available. Supplies are not the problem (and patch 1040 is installed). Strategic movement is available but no tactical movement anywhere on the map. I waited a turn but in the next turn still no tactical movement. What is wrong?

Hmm I may have the same problem, 1040 playing germany vs russia in this case, fuully supplied german armour infantry etc and cant move em - | have posted you a file Jan

You have a return mail from me - it looks to me like your supply is in the wrong place and not at all enough of it.
