Early posts compared the costs of upkeep and supply for field and garrison troops.

I don't know enough to agree with those analyses, although I acknowledge that those discussions may have been idiosyncratic to the earlest public version of the game.

If an infantry division is toggled for "forage" ( not "depot"), then it must forage whether it is garrison on in the field. If there is no depot in that province or an adjacent province, it must forage whether it is in garrison or in the field.

Player controls the options for both upkeep and supply.

Therefore it seems to me that the least expensive manner to pay upkeep and supply is to toggle the infantry division to forage and stick it in garrison: $ 1 upkeep and pay nothing to forage.
