I think u wrong, if you look at my AAR vs Bweatley, Pearl harbor is in the edge of being taken. If you look at his first wave of ships, Pearl habour coastal guns did very little to his ships. Not so sure about the composition off ships he had, but he managed to land 7 divisions with very little harm done to his transports. Infact it was my mines that were doing more damaged to him.

I know it is impossible at this point .. but we could add it to the "dream list" ... I'd like to try reversing the sequence of day and night in the turn, thinking that this would force most surface actions to the daylight. Because we inherit the WITP engine which is modeling WWII combat where many surface actions happened at night, it makes sense for WITP to work the way it does. But for WWI ( or near WWI ) reversing this for WPO might be indicated.
In WPO I still see most battles happening at night or at least starting at night. By using the "patrol" order, I can improve the chance that the battle continues on into the day, but the primacy of night battles is still there. And hence "training up" with as many night bombardments ( especially for the BBs ) becomes a key tactic. If you can train your BBs up into the 50s or 60s and then face 20s or 30s from the other side ( at night ) you will have a useful advantage.
