Resources and the Japanese

I am currently playing a PBEM as the Japanese and I have been stuck at 13 available resources. I have taken resources and repaired them taking care that there is a chain of transports back to Japan but the number available doesn't change. According to the manual, the program automatically attempts to move resources to factories when needed. Any ideas as to what I am doing wrong, as the Japanese production is laughable, kind of like a feudal economy when compared to the Western Allies.

Until Japan attacks the WA and captures areas in the Southern Resource Area (SRA) like Java, Malaya, Borneo, Sumatra, the Japanese aren't going to have enough resources to keep their factories at full capacity. Having around 13 prior to attacking the WA is not unusual. If you've attacked the WA and taken the SRA, you should be able to get up to 20+ production after a few turns. Before the attack, Japan is going to be very limited in production.
