I think it was Mogami who mentioned that a certain percentage of supply at a base gets destroyed when captured. I can't find any reference to this anywhere...

You can go to a lot of effort, and still have Oil damaged badly as Japan. Nothing is guarenteed. The following is the log of attacks I conducted on Palembang in a PBEM. I brought the kitchen sink along for the attack(2 Divisions, 11 Tank Regiments, 3 Engineer Regiments, 10 Artillery, and an HQ). Before attacking, I attacked from the air 7 times, conducted 3 Naval Bombardments, and 3 Land bombardments. My assault odds on my attack were 15 to 1. Palembang was captured with all but 1 Oil center damaged.

As you can see, I had good odds. Despite pre-attack bombardments of all kinds(aerial, naval, ground) and overwhelming odds, Palembang taken with total losses on oil centers. I mean total. 1x(699). What's worse, oil is supposed to be stockpiled, yet there was less than 3 weeks production in the stockpile, so my advice is not to wait to take oil centers. This was a HUGE disappointment and caused radical restructuring for me. I handled it, but this was definately not good news.

You are partially correct in that USN and USAAF cupholders were built to superior design specifications.
That explains the fast roll rates, US aircraft rolled so fast that the coffee didn't have a chance to spill out. Course, that was before they invented the sippee lid! Then they could roll at their leisure and not lose any! [:D]
Its a good thing that the US put an embargo on japan before the war started. That stopped the export of Starbuck's to Japan otherwise they would have had a huge advantage. As it was, it was a pretty close thing until the expresso guy got steamed and they couldn't train any replacements fast enough!

Watch out for those B17s flying from Batavia or Singapore....if they get a few day's worth of bombing in, it won't matter whether the oil fields were intact when you captured them.
