Hover a little slow?

I have the General's edition and all the patches. I noticed that when I hover over an enemy unit to direct fire, hover over terrain, hover over an objective, etc., that helpful window of information appears at the top the screen. The only thing is it takes a good three seconds (count, "one one-thousand, two...") for the window to show up. To me, that's a frustrating long delay. Is there a setting that will make this details screen show up a little faster or is this normal? Thanks for your help everyone!

In Preferences. I believe the setting is 'Live Delay'. The lower the number, the faster.
